How and where can I refinance my WorldMark / trendwest part time, without owning a home?

My interest is high on the Timeshare. I still owe about $ 13,000. My credit rating is fair. I have about $ 2,500 in credit card debt and not enough credit for availble just transfer the balance of plastic.
